Executive summary: Chief of LAPD, 1978-92 Military service: US Navy Joined the Los Angeles Police Department in 1948, eventually promoted to driver for then-Chief William H. Parker, putting him in a politically advantageous position that led to rapid promotion through the ranks. Police Chief from 1978 until his retirement in 1992, under pressure for the LAPD's handling of the videotaped Rodney King beating and the riots that followed the acquittals of the officers involved. As Chief, Gates developed the nation's first police paramilitary Special Weapons And Tactics (SWAT) squads, and played a lead role in development of the Drug Abuse Resistance Education (DARE) cops-in-schools program.
